A “licensed gambling ad account” is not something you can simply acquire. Meta and Google both authorize or certify a specific licensed entity, target country and gaming type, and require the licence to stay valid. This article compares the paths for operators, affiliates, aggregators and agents using the platforms’ official policies.

1. Licence must match the territory
Meta’s application asks for the eligible territory and gaming type; you must be licensed or otherwise lawfully permitted there, and the legal business name must match the licence (Meta Help Center). Google only certifies in listed countries and for listed product types, and one application per country is required (Google Ads policy). Examples from Google’s list: Australia (sports betting, lotteries, with State/Territory licence), the UK (Gambling Commission operating licence number), Canada (province-licensed, province-only targeting), Germany (operator or broker licence; agencies need a signed authorization letter from the licence holder).
2. Roles and documents
| Role | Meta | |
|---|---|---|
| Operator | Apply with the licensed entity; name must match licence | Landing page shows own licence details and registered name |
| Affiliate / aggregator | Choose Affiliate; upload the operator’s licence | Only information or comparison sites; link exclusively to operators licensed in the target region; footer statement |
| Agent | Choose Agent and state on whose behalf you apply | Provide documents describing the relationship between advertiser, gambling entity and domain |
| Partner tagged in partnership ads | No separate authorization if the operator publishes | Not applicable |

3. Operational rules worth knowing
- Google certificates are limited to the website submitted; mismatched URLs are disapproved.
- A single Google Ads account cannot hold both online gambling and social casino certification.
- Material changes require recertification; expired licences must be reported.
- If many accounts under a manager account lose certification, the manager account can lose the ability to apply at all.
- Meta lists 19 unsupported markets (including India, Singapore, Thailand, Vietnam, Hong Kong, Taiwan, Korea, Malaysia, the Philippines and Indonesia).
4. What not to do
Do not apply with someone else’s licence, route ads through unrelated landing pages (cloaking), or advertise in unsupported markets. Google states false application information leads to suspension, including related accounts.
5. FAQ
5.1 Can an affiliate apply on its own?
Yes on Meta (Affiliate type with the operator’s licence); on Google only as an aggregator/affiliate site that links solely to licensed operators.
