A Google Ads consultant reviews, builds or manages your Google Ads account for a fee, either as a freelancer or as part of an agency. Hiring the wrong one is expensive, because the money you waste is your own ad budget. This guide explains what a consultant should actually do, when to choose a freelancer versus an agency, what “Google Partner” does and does not prove, and the questions to ask before you sign. Facts about Google programs come from Google Ads Help as checked on 28 October 2026.

1. What a Google Ads consultant does
- Audit: reviews account structure, conversion tracking, search terms, budgets and policy status.
- Build: sets up campaigns, keyword themes, ad copy, extensions and measurement.
- Manage: weekly optimisation, bid and budget changes, negative keywords, testing.
- Report: explains results in business terms (leads, revenue, cost per acquisition), not just clicks.
- Train: shows your in-house team how to run the account.
A consultant is not a magic fix. If your offer, landing page or tracking is weak, a skilled consultant will tell you that before touching the budget.
2. Freelancer, consultant or agency: which fits?
| Option | Best for | Watch out for |
|---|---|---|
| Freelance consultant | Small to mid budgets, a defined project (audit, setup) or training | Single person, holiday cover and capacity |
| Boutique consultancy | Mid budgets that need strategy plus hands-on management | Check who actually works on your account |
| Agency | Larger budgets, several channels, reporting at scale | Junior staff doing the work, account managers who rotate |
Whatever the size, ask for the named person who will log into your account every week.
3. What “Google Partner” means
Google’s Partners program is for companies, not individual freelancers. According to Google Ads Help, a company earns the Google Partner badge when its registered manager account keeps an optimization score of at least 70%, maintains $10,000 USD in ad spend across managed accounts over 90 days, and has at least 50% of its account strategists certified in Google Ads (capped at 100 users). Premier Partner is awarded annually to companies in the top 3% within a country, based on factors such as client growth and retention.
So a badge shows spend, optimization score and certifications. It does not prove results for your industry and it does not replace references. Individuals can hold Google Ads certifications through Skillshop, which is useful but also not a guarantee of performance.
4. 8 questions to ask before you hire
- Who owns the ad account and the conversion data? (It should be you.)
- Will I have admin or standard access at all times, with no secret manager account in between?
- Which named person works on my account and how many accounts do they handle?
- How do you set up and verify conversion tracking?
- What do you report weekly and monthly, and can I see an anonymised sample?
- How are fees structured: flat fee, percentage of spend or performance? What happens if spend changes?
- Do you pay for ads from my card or yours? Who sees the invoices?
- Can I talk to two clients with a similar budget and industry?
Walk away from anyone who promises fixed results, asks you to share a personal login, or suggests getting around Google’s review process. Restricted categories need official verification, not shortcuts. See our guide on Google financial verification and manager accounts.
5. How a manager account protects you
Agencies and consultants who manage several accounts usually work through a Google Ads manager account (MCC). Google’s documentation says a client account can be linked to up to five manager accounts directly, and linking an existing account does not give the manager administrative ownership by default, so you can keep ownership of your own account. Ask your consultant to link to your account through their manager account instead of asking for your password, and make sure you stay an administrator.
6. Frequently Asked Questions (FAQ)
6.1 How much does a Google Ads consultant cost?
Fees vary widely by market and scope. Common structures are a one-off audit fee, a monthly retainer, or a percentage of ad spend. Always ask what is included and who does the work.
6.2 Is a Google Ads consultant the same as a Google Ads expert?
In everyday use, yes. “Expert” is not an official title; certifications and Partner status are the only formal signals Google provides.
6.3 Should I hire a consultant or learn Google Ads myself?
If your monthly spend is small and you have time, learn the basics first with Google’s own training. If spend is meaningful or the account is complex, a consultant usually pays for itself by avoiding wasted clicks.
6.4 What if my industry is restricted?
Gambling, financial services, healthcare and some other verticals need advertiser verification or certification before ads run. A consultant can prepare it, but the licence and the verified entity must be yours.
