Agencies and multi-brand advertisers running Google financial ads keep asking the same question: once verification is done, whose certificate is it and can other accounts use it? Google’s answer: after successful verification the certificate is granted to your Google Ads account. If you are already verified and want the certification applied to other managed accounts under the same manager account (MCC), you can apply for Manager Account Certification; eligibility depends on the advertiser and the type of certification (Google Ads policy). This guide covers certificate ownership, MCC certification and the compliance limits of multi-client setups.

1. Three official facts about the certificate
| Topic | What Google says | Practical meaning |
|---|---|---|
| Ownership | The certificate is granted to your Google Ads account after verification | Not to an agency or an individual |
| Per region | Every region with extra requirements needs its own verification | Passing in Australia does not cover India |
| Applicant | An authorized representative: admin of the account or payment profile, including an agency managing it for you | An agency may operate the flow, but the data submitted is the advertiser’s |
| Business details | Must match the regulatory register exactly (the Australian page says ASIC records) | Use identical company name, number and address |
2. When manager account certification makes sense
Google states one prerequisite: you have already been certified under the policy and want to apply that certification to other managed accounts under the same MCC. The typical case is one licensed brand with several accounts split by country, product or currency. Approval is not guaranteed — it is decided by Google.
| Scenario | Suitable? | Right approach |
|---|---|---|
| One licensed brand, several accounts in one MCC | Yes, you can apply | Submit the certified account details and request it for the other managed accounts |
| Agency MCC with different clients | No – one client’s certification cannot be shared with another | Each advertiser verifies under its own legal entity |
| Client is a broker/distributor/affiliate approved by the licence holder | Use the “approved third party” route | The licensed advertiser submits the domain list and guarantee through Google’s form |
| Client has no licence | Not applicable | Do not run financial product ads |
3. Can an agency use its own certification for clients?
Only the “approved third party” category (brokers, distributors, affiliates) may advertise on behalf of an authorized advertiser, and the authorized advertiser must submit the third party’s domains, customer IDs and a guarantee statement through Google’s form. Every addition or removal needs a new submission, and ending an approval must be reported immediately (Australia page example). An agency cannot lend its own certificate to unrelated clients. PandaWM prepares G2RS and Google materials in the client’s own entity name, or helps licensed parties arrange third-party guarantees.
4. Checklist
- Confirm your advertiser type: authorized advertiser, approved third party, non-financial advertiser, government entity or regulatory exemption (5 categories).
- Check that every target country is on Google’s verification list and note effective dates.
- Submit through an admin of the account or payment profile; names must match the register exactly.
- After approval, confirm the certificate status inside Google Ads; evaluate MCC certification for multiple accounts.
- Review landing pages and restricted content before launch.
5. Frequently Asked Questions (FAQ)
5.1 Is manager account certification guaranteed?
No. Google says eligibility varies by advertiser and certification type.
5.2 Can a certificate be transferred to another company?
No. It is granted to the verified advertiser’s Google Ads account and must match the regulatory register; it should not be lent or transferred.
5.3 Can an agency submit on my behalf?
Yes. Google lists agencies managing the account as authorized representatives, but the information submitted is the advertiser’s own entity and licence data.
