Short answer: a chatbot that advertises “no filters” runs into rules at almost every distribution and payment layer. Apple and Google Play require moderation, reporting and blocking tools for apps that generate content; Stripe lists adult content among prohibited businesses; model providers ban bypassing safeguards; and the EU AI Act adds transparency duties. This guide summarises what the public texts say so a global AI team can plan compliance. It is not legal advice and names no unfiltered products.

1. Who can switch you off
| Layer | Gatekeeper | What it controls |
|---|---|---|
| Model access | OpenAI, Anthropic, Google (Gemma licence) and others | Your API or licence; breaches can end access |
| Distribution | Apple App Store, Google Play | Whether users can install your app |
| Payments | Stripe and other processors | Whether you can charge customers |
| Law | EU AI Act and local laws | Fines, orders, market access |
| Advertising | Meta, Google, TikTok | Whether you can promote the product (each has its own policies; check current ones) |
2. What each public text says
| Source | Relevant requirement (as opened 3 Nov 2026) | What it means for a chatbot product |
|---|---|---|
| Apple App Review Guidelines 1.2 | Apps that let users create or generate content, including AI content creation apps, must include a method for filtering objectionable material, a mechanism to report offensive content with timely responses, the ability to block abusive users and published contact information | Build moderation, report and block features into the app, not only the model |
| Apple guidelines 4.7 | Chatbots offered inside an app must follow the guidelines and include filtering, reporting and blocking (4.7.1) | Applies if your app hosts third-party bots or mini apps |
| Apple guidelines 5.1.2(i) | Personal data shared with third parties, including third-party AI, must be disclosed and needs explicit permission | Disclose which AI provider receives user data |
| Google Play AI-Generated Content | Apps generating content with AI must prevent restricted content and include in-app reporting or flagging that does not require leaving the app; use reports to improve filtering | Ship a visible in-app report button and a moderation loop |
| Stripe prohibited and restricted businesses (updated 22 Sep 2026) | The list covers adult content and services, such as pornography and mature-audience content and adult live-chat features | “Adult” chat products risk losing card processing; check with the processor first |
| Anthropic Usage Policy | Bans intentionally bypassing guardrails, sexually explicit content and erotic chats; consumer-facing chatbots and agents must disclose that users interact with AI | Check the use-case guidelines before building on the API |
| OpenAI Terms and Usage Policies | Terms prohibit bypassing protective measures or safety mitigations; usage policies define permitted use | Read both before building a companion or adult product |
| Gemma Prohibited Use Policy | Bans circumventing safety filters and sexually explicit content such as sexual chatbots; applies to model derivatives | Open weights are not a loophole |
| EU AI Act Article 50 | Providers must ensure systems that interact with people inform them they are dealing with an AI, unless obvious; AI-generated deep-fake content must be disclosed as artificially generated. The page states it comes into force on 2 August 2026 | Add clear AI disclosure and content labelling for EU users; confirm current dates with counsel |

3. Compliance design checklist
- Write a content policy that matches the strictest platform you depend on.
- Moderate input and output; log and review refusals and escalations.
- Ship user reporting, blocking and a response process (Apple 1.2, Google Play).
- Disclose AI interaction at the start of sessions and label AI-generated media.
- Disclose data sharing with AI providers and obtain permission where required.
- Confirm adult or companion features with each payment processor in writing before launch.
- Re-check policy pages quarterly; keep dated screenshots in your compliance file.

Frequently asked questions
Can an AI chatbot with adult content be on the App Store or Google Play?
We do not give a yes or no for individual apps. Apple and Google both require moderation and reporting for generated content, and each has restricted-content rules. Read the current guidelines and talk to the store if your case is borderline.
Will Stripe process payments for an adult AI chat service?
Stripe’s published list covers adult content and services including adult live-chat features. Ask Stripe or another processor directly before you build revenue on it.
Do I need to tell users they are talking to AI?
Anthropic requires disclosure for consumer-facing chatbots built on its models, and EU AI Act Article 50 includes a disclosure duty unless obvious. Disclosure is good practice everywhere.
Does open-source mean the rules do not apply?
No. The Gemma policy, for example, applies to derivatives, and store and payment rules apply to your app regardless of model.
