Ban Gambling Ads: Which Markets Ban Gambling Advertising and Where Licensed Operators Can Still Advertise (2026)

Ban gambling ads explained for licensed operators: which markets ban or limit them, where Google, Meta and TikTok allow gambling ads, and which cannot be targeted.

Last updated: 2026-10-30

If you run a licensed gambling business, ban gambling ads is not a political slogan, it is a planning question: in which markets is advertising prohibited or tightly limited, and where can a licensed operator still advertise on Meta, Google and TikTok? The answer always has three layers: the law of the country you want to reach, whether your licence covers that country, and what each ad platform allows there. This guide walks through all three for operators, using official sources checked on 30 October 2026. It does not help anyone reach players in a market where gambling advertising is banned, and it does not suggest ways around a ban.

Ban gambling ads: three-layer check of law, licence and ad platform rules for licensed operators

1. Ban gambling ads: three layers decide whether you can advertise

General information for licensed operators, based on the official sources listed at the end and checked on 30 October 2026. It is not legal advice, and rules change, so confirm the current text with the regulator and each platform before you plan a campaign.

Whenever someone talks about a ban on gambling ads, they usually mean one of three different things. Keep them apart, because a green light on one layer never overrides a red light on another.

Layer Question to answer Who decides
Law Is gambling advertising allowed at all in the country, and in which form? The national or state regulator and the advertising code
Licence Does your licence cover players in that country and the product you promote? The licensing authority that issued your licence and the local regulator
Platform Does Google, Meta or TikTok accept gambling ads in that country, and are you certified or authorized? Each platform’s gambling policy and approval process

Only when all three say yes can a campaign be planned. If one says no, the answer is not a cleverer setup. The answer is to not advertise there.

2. Markets with a statutory ban or tight limits

A ban on gambling ads can be total, partial or conditional. These examples come from the regulators’ own texts; they are not a complete world list, so always check the market you care about.

Market What the official source says What it means for a licensed operator
Italy Article 9 of the 2018 “Dignity Decree” (decree-law 87/2018) prohibits any form of advertising, including indirect advertising, for games and bets with money winnings and for gambling, on any medium including digital channels and social media; AGCOM publishes guidelines on applying it A licence does not create a right to advertise. Do not plan paid social or search campaigns without Italian legal advice
Australia No blanket ban on licensed wagering ads, but the Interactive Gambling Amendment (Gambling Reform) Act 2026 adds new restrictions from 1 January 2027; advertising illegal gambling services to Australians is already prohibited Licensed wagering operators must follow the new rules; see our Australia gambling ads guide
United Kingdom No ban, but strict conduct rules: CAP Code section 16 and the Gambling Commission’s licence conditions Advertising is possible for licensed operators if socially responsible and not directed at under-18s; see our responsible-gambling advertising guide
Spain Royal Decree 958/2020 regulates commercial communications of gambling activities Read the decree and take local advice before planning any Spanish campaign
Indonesia Online gambling is illegal and Indonesia is not a supported market for gambling ads on the platforms (see below) Cannot be targeted. There is no compliant route for an operator

Talk of “banning gambling ads” often refers to proposals. A proposal is not a law: plan against the rules in force.

3. Which markets ban gambling ads on Meta, Google and TikTok

Even where the law allows a licensed operator to advertise, the platforms keep their own market lists.

Platform Market rule in the gambling policy Approval needed
Meta Meta’s Transparency Center lists 19 markets where it does not support online gambling and games ads: Azerbaijan, Bangladesh, Cambodia, Egypt, Hong Kong, India, Indonesia, Korea, Kyrgyzstan, Malaysia, Mongolia, Myanmar, Pakistan, Philippines, Saudi Arabia, Singapore, Taiwan, Thailand and Vietnam Written authorization through Meta Business Suite “Authorizations and Verifications”, with proof of licence or lawfulness; no targeting of under-18s
Google Ads may only target countries Google has approved, and each country needs its own application; the policy lists the products and licences accepted per country (for example Australia: online sports betting and lotteries with a State or Territory licence; the UK except Northern Ireland: bingo, sports betting, casino and lotteries with a Gambling Commission operating licence number) Gambling certification tied to the website you submit; landing page with responsible-gambling information; never target minors
TikTok Allows gambling ads only in specified markets where gambling is legal; unlicensed or illegal services are not allowed Certification through the TikTok Industry Pilot Program, plus risk warnings and legally required disclaimers; no minors

Our guides on licensed gambling ads on Meta and Google and on Google gambling certification (Chinese) describe how operators apply. Policies change, so check each platform page on the day you start.

4. Indonesia and other markets that cannot be targeted

Some markets cannot be targeted by a gambling campaign at all, and this is not a gap to be “solved”. Indonesia is the clearest case: online gambling is illegal there, Meta lists Indonesia among markets it does not support for online gambling and games ads, and Google’s policy does not list Indonesia among the countries where online gambling ads can run (it appears only in the list of locations where offline gambling promotion is prohibited). The same applies to the other markets in Meta’s list above, and to any country that is not on Google’s approved list.

  • Do not place Indonesian, Thai, Vietnamese or any other banned-market audiences in a campaign’s location, language or lookalike settings.
  • Do not use a licence from another country as a reason to advertise in a market where gambling is unlawful.
  • Do not use redirects, mirror pages or other tricks to show different content to reviewers; that breaches every platform’s rules.
  • Do not hire anyone who offers to “restore” or “rent” accounts for banned markets.

Indonesian readers can find the local-law explanation in our Indonesian guide on illegal online gambling ads. Hong Kong is also on Meta’s unsupported list, so PandaWM’s own location does not change anything for a campaign aimed at Hong Kong players.

5. Where licensed operators can still advertise: a checklist

  1. List the countries in which your licence lawfully allows you to take customers, and write down the product (sports betting, casino, lottery, bingo) for each.
  2. For each country, read the regulator’s advertising rules and any new rules that are about to start; remove any country that bans advertising.
  3. Check Google’s country and licence table, Meta’s unsupported list and TikTok’s market rules for the same countries; remove the ones that do not match.
  4. Apply for each approval separately: Google certification per country and website, Meta authorization per entity and ad account, TikTok certification through its program.
  5. Build landing pages with the licence details, age warning, responsible-gambling information and help-line links before you submit anything.
  6. Set age and location targeting exactly to the approved markets, and keep records of the settings you used.
  7. Set a calendar reminder to re-check the rules before every major campaign and after every regulator announcement.

If a campaign is rejected, read the reason first: “Gambling ad targets a restricted country”, “Gambling certificate required” and “URL does not match gambling certificate” each point at a mismatch you fix by correcting the setup, never by hiding it.

6. Frequently Asked Questions (FAQ)

6.1 Which countries ban gambling ads?

There is no single list. Italy’s Dignity Decree bans almost all gambling advertising, several markets prohibit gambling altogether, and many allow licensed advertising under conditions. Check the regulator of each target market.

6.2 Can a licensed operator advertise in a country that bans gambling ads?

No. A licence from another country does not override local law or the platforms’ market lists.

6.3 Why is Indonesia on the list of markets that cannot be targeted?

Online gambling is illegal in Indonesia, and the platforms do not support gambling ads there. No compliant campaign can target it.

6.4 Does PandaWM run gambling ads for players?

No. PandaWM helps licensed operators with official account structures and certification applications. It does not promote betting and does not sell or rent accounts.
