Advertisers (and agencies) often talk about a “whitelisted” Facebook ad account. Meta does not use that term. What actually exists are authorizations and verifications that Meta grants to a specific legal entity and specific ad accounts for restricted categories such as online gambling, prescription drugs and financial products. This guide explains how that works, based on Meta’s own Business Help Center and Transparency Center pages.

1. What “whitelisting” means in Meta’s own words
| Industry slang | Meta’s official mechanism | Where to apply |
|---|---|---|
| Whitelisted gambling account | Authorization for online gambling and games; evidence of a licence or lawful status in each territory | Authorizations and verifications tab, Meta Business Suite |
| Whitelisted pharma / telehealth account | Prescription drugs authorization; online pharmacies and telehealth need active LegitScript certification | Same tab; eligible countries are the United States, Canada and New Zealand |
| Whitelisted finance account | Verification of beneficiary and payer for financial products and services in certain regions (e.g. Australia, India, UK) | Ads Manager prompt or the same tab |
2. Four rules that apply to every authorization
- It is granted to specific ad account IDs. New ad accounts need to be added through the “apply existing authorization to an additional ad account” flow (same business portfolio only) or authorized separately.
- Your licence must match. For gambling, the business name must match the licence, and you must be licensed or otherwise lawfully permitted in the territory and gaming type you select.
- It is conditional. Meta can request licences at any time and may revoke authorization if a licence or LegitScript certification is no longer active.
- Age and country targeting still apply. No targeting under 18; only authorized or certified countries.
3. Online gambling: who can apply
Meta’s application flow asks you to select your role: Operator, Aggregator, Affiliate (partner) or Agent. Agents must state on whose behalf they apply. Affiliates upload the operator’s licence. In partnership ads, a partner who is only tagged by the operator does not need its own authorization. Meta lists markets where online gambling cannot be authorized, including India, Singapore, Thailand, Vietnam, Hong Kong, Taiwan, Korea, Malaysia, the Philippines and Indonesia (19 in total) – always check the current list on the Transparency Center.

4. Prescription drugs: only qualified businesses, only three countries
Eligibility is limited to online pharmacies, telehealth providers and pharmaceutical manufacturers. Ads may only target people aged 18+ in the United States, Canada or New Zealand, and only in countries where you are certified (Meta Help Center). Unapproved drugs, “research” peptides and other unsafe substances cannot be advertised at all.
5. Financial products: verification, not a loophole
Meta requires verification for financial product and service ads in Australia, Hong Kong, India, Ireland, Israel, Spain, Taiwan, Thailand, the United Kingdom and the United States, with different rules per region (Meta Help Center). Details for Australia and India are in our guides: Australia and India.
6. FAQ
6.1 Can an agency run ads under its own authorization for my business?
Meta’s gambling flow allows an Agent applicant who states on whose behalf the application is made, and an Affiliate who uploads the operator’s licence. The licence must belong to the entity that is lawfully permitted to advertise. Each case is assessed by Meta.
6.2 Is a “whitelisted” account permanent?
No. It depends on licences or certifications staying valid and on following the ad standards.
6.3 Where can I read more in Chinese?
See Facebook白名单广告户是什么, 申请流程与资料清单 and 授权共享与失效自查.
