A Facebook ads agency Melbourne search can bring up studios that really are in Melbourne and others that only list the city. Neither tells you whether the agency will protect your ad account, report honestly or comply with Australian rules. This guide shows how to vet any Meta ads agency, local or remote, and how to plan Facebook and Instagram campaigns around Melbourne’s calendar. Sources are the Meta Business Help Center and the ACCC (checked 28 October 2026). We do not rank agencies, and PandaWM (Hong Kong) has no Melbourne office.

1. Facebook ads agency Melbourne: vet ownership first
The single most important point is who owns the ad account. According to Meta, an ad account created in a business portfolio belongs to that portfolio permanently and cannot be transferred. If an agency creates it in its own portfolio, you cannot take it with you. So create the ad account, page and Instagram account in your business portfolio and give the agency partner access.
- Ask the agency for its business portfolio ID.
- In Meta Business Suite settings, open Users, then Partners, and choose to give a partner access to your assets. You need full control of your portfolio to do this.
- Pick the ad account (and page or Instagram account if needed) and choose the lowest access level that works: partial access (for example managing campaigns) or full access.
- Keep at least two administrators from your own business.
Meta’s Partner Directory is a place to start, but Meta says a listing is not an endorsement, so run your own due diligence. See Facebook Ads Manager: campaigns, ad sets, ads and business portfolio for the account structure.
2. What an agency should show you before you sign
| Ask for | Why |
|---|---|
| A sample report from the live account | Screenshots alone can hide poor results |
| Work in a comparable sector | Different industries need different creative and funnels |
| A written testing plan | Which audiences, creatives and budget splits, and the stopping rule |
| Who runs the account day to day | Avoid being passed to juniors or subcontractors without notice |
| The exit process | Access removal and handover of audiences and assets |

3. Australian rules that apply to Facebook and Instagram ads
The Australian Consumer Law applies to social media advertising. The ACCC says claims must be true, accurate and based on reasonable grounds, and that a business can be responsible for false or misleading comments left on its own pages. Paid posts and influencer posts the business incentivises are covered too. Practical consequences:
- Do not accept “guaranteed” results or invented urgency in your ads.
- Moderate comments and reviews on your pages and ads.
- If you work with influencers, keep records of what you asked them to say.
- Financial services advertisers face additional Meta verification; see Facebook financial services ads in Australia: AFSL verification.
4. Planning Facebook ads around the Melbourne calendar
| Period | Planning idea |
|---|---|
| Summer (Dec–Feb) | Peak retail and travel offers; Australian Open in January can lift hospitality and local services |
| Autumn–winter (Mar–Aug) | AFL season and cooler weather shift demand for events, food delivery and indoor services |
| Spring (Sep–Nov) | Spring racing and Melbourne Cup week drive fashion, events and hospitality |
| End of financial year (30 June) | Business services and tax-related offers peak earlier in June |
Seasonal planning belongs in the agency’s test plan: ask how it will adjust budgets, creative and audiences before each period. Local events are examples; your own sales data should lead.
5. Red flags
- The agency creates the ad account in its own portfolio.
- No access to Ads Manager reporting.
- Guaranteed ROAS or leads.
- Selling “ready-to-use” or rented ad accounts, or promising to bypass review: this violates Meta policy and puts your business at risk.
If your business is in a restricted vertical, read Facebook whitelisted accounts explained: Meta authorization for restricted verticals to understand how authorization is tied to a licensed entity.
6. Frequently Asked Questions (FAQ)
6.1 Do I need a Facebook ads agency located in Melbourne?
No. Local presence can help with meetings, but remote agencies can serve Melbourne if they show relevant results and communicate in your time zone.
6.2 Who should own the Facebook ad account?
Your business portfolio. Meta says accounts created in a portfolio stay there permanently, so create it yourself and give the agency partner access.
6.3 Is the Meta Partner Directory a guarantee of quality?
No. Meta says a listing is not an endorsement. Do your own checks.
6.4 Do Australian consumer law rules apply to Facebook ads?
Yes. The ACCC says the same rules apply to social media promotions, including paid and influencer posts.
