The short answer: unapproved drugs, “research” peptides and unapproved injectables have no authorization channel on Meta, so they cannot be advertised. There is no “whitelisted” or “certified” account and no compliant workaround. This guide sets out the official rules, the FDA’s explicit warnings and the only compliant path. PandaWM does not provide or assist with advertising such products.

1. What the sources say
| Source | Content | Meaning |
|---|---|---|
| Meta drugs and pharmaceuticals policy | No promotion of illegal or recreational drugs and “other unsafe substances, products or supplements as determined at Meta’s discretion” | Unapproved peptides fall under Meta’s discretion; there is no application route |
| Meta prescription drugs authorization | Online pharmacies, telehealth, manufacturers only; US, Canada, New Zealand; 18+; LegitScript or registration | Authorization is for lawful prescription drug businesses, not unapproved products |
| LegitScript standard 2 | No facilitating unapproved or deemed-unapproved drugs | Certification is refused or revoked |
| LegitScript standard 9 | Violating a platform’s terms may be seen as circumventing certification | Non-compliant ads can cost certification |
| FDA | Unapproved versions have not been reviewed for safety, efficacy and quality; selling drugs labelled “research use”/“not for human use” to consumers is illegal | High regulatory risk |
Note: Meta’s policy page does not name “peptides” specifically. This assessment relies on Meta’s discretionary “unsafe substances” clause plus explicit FDA and LegitScript requirements, not on a dedicated Meta peptide policy. Always check Meta’s current policy and review outcomes.
2. FDA warnings on unapproved GLP-1 products
- Unapproved versions, including semaglutide and tirzepatide, have not been reviewed by the FDA for safety, effectiveness and quality.
- Compounded drugs are not FDA-approved and may only be used when a patient’s medical need cannot be met by an approved drug.
- The FDA has warned telehealth firms, API distributors and outsourcing facilities marketing unapproved drugs such as retatrutide; retatrutide and cagrilintide cannot be compounded under federal law.
- The FDA warned companies selling products containing semaglutide, tirzepatide, retatrutide, survodutide or mazdutide labelled “for research” or “not for human use” directly to consumers.
- FDA telehealth red flags: claiming compounded drugs are “the same” as approved ones, implausibly low prices, supplying drugs without screening and prescription by a licensed physician.
3. The only compliant path
- The business itself is lawful: licensed in its jurisdiction, promoting regulator-approved prescription drugs prescribed by licensed clinicians and dispensed by licensed pharmacies.
- The advertiser is an online pharmacy, telehealth provider or manufacturer with valid LegitScript certification (see LegitScript certification guide).
- Apply for Meta prescription drugs authorization for audiences aged 18+ in the US, Canada or New Zealand (see authorization steps).
- Creatives and landing pages follow ad policies and local law.
4. Common rejection and ban risks
| Risk | Why it fails | Compliant practice |
|---|---|---|
| Promoting “research peptides” | Unsafe-product clause; FDA treats as illegal sale | Do not promote |
| Claiming compounded = approved | FDA red flag; unsupported efficacy claims | No equivalence claims |
| Before/after and exaggerated weight loss | Misleading claims | Truthful wording, no guarantees |
| Promoting Rx without authorization | Meta requires authorization | Get authorized first |
| Targeting countries outside US/CA/NZ | Authorization limited to three countries | Certified countries only |
| Cloaking different pages | Violates platform policy and may be seen as circumventing certification | Never cloak |
5. PandaWM’s position
We serve only businesses outside mainland China that hold valid licences, promote approved prescription drugs and have LegitScript certification. For unapproved drugs, research peptides and unapproved injectables we provide no ad accounts, authorizations or campaign services, and we do not help bypass review, cloak landing pages or buy accounts.
6. Frequently Asked Questions (FAQ)
6.1 Is there a “peptide whitelisted account”?
No. There is no authorization channel for unapproved peptides, and any service claiming to “whitelist” or bypass review carries compliance and account risk.
6.2 Can compounded semaglutide be advertised?
It depends on whether the business is lawful and holds LegitScript certification and Meta authorization. The FDA says compounded drugs are not approved and must not be claimed to be “the same”. Never assume it is allowed.
6.3 Is educational content okay?
Meta says purely educational, advocacy or public-interest prescription drug content needs no authorization, but other policies apply and you cannot disguise promotion of unapproved products.
7. Work with PandaWM (熊猫出海)
PandaWM is a Hong Kong-based agency helping licensed, compliant businesses outside mainland China open official Meta, Google and TikTok ad accounts, prepare authorization and verification applications, and manage campaigns. We do not sell, rent or transfer ad accounts, and we do not offer cloaking or any way around platform review.
