Facebook Ads Manager is Meta’s main tool for creating, managing and reporting on paid ads across Facebook, Instagram, Messenger and Meta’s partner placements. This guide covers how it is organised (campaign, ad set, ad), how it differs from Meta Business Suite and the business portfolio that used to be called Business Manager, and what to set up before you spend a dollar. Everything below follows Meta’s Business Help Center as checked on 28 October 2026.

1. Ads Manager, Business Suite and business portfolio: which is which
| Tool | What it is for | Use it when |
|---|---|---|
| Business portfolio (formerly Business Manager) | Container for business assets: Pages, Instagram accounts, ad accounts, people, permissions, billing and data | You set up access, security and ownership |
| Meta Business Suite | Free workspace for posting, messages, insights and simple ads or boosts | You manage organic content and light advertising |
| Ads Manager | Dedicated tool for detailed ad campaigns, targeting, budgets, placements and reporting | You run and optimise paid campaigns |
Meta states that Business Suite is not a replacement for Ads Manager or the business portfolio. Business Suite needs a business portfolio underneath it, and your ad account lives inside that portfolio. If you search for “ads manager facebook” or “ads manager for Facebook”, this is the tool you are after.
2. The three levels of Facebook Ads Manager
Every campaign in Ads Manager has three levels, and each level controls different settings:
- Campaign: the objective (the overall goal) and the buying type. Most advertisers use the Auction buying type.
- Ad set: the audience, placements, budget and schedule. Every ad inside an ad set shares those settings.
- Ad: the format (single image or video, carousel, collection), the creative, and the Facebook Page and Instagram account that represent your business.
This structure lets you test several audiences or budgets under one objective. For example, one traffic campaign can hold two ad sets, one for ages 18 to 30 and one for ages 31 to 50, each with its own creative.
3. The six objectives and the conversion location
| Objective | Typical goal |
|---|---|
| Awareness | Reach people who are likely to remember your brand |
| Traffic | Send people to a website, app or other destination |
| Engagement | Get messages, video views, reactions or Page engagement |
| Leads | Collect leads through forms, calls or messages |
| App promotion | Drive app installs or in-app actions |
| Sales | Drive purchases or other high-value actions |
Most objectives also ask for a conversion location (where the result happens, such as your website, an app or a messaging app) and a conversion event (the action you want). Choose the objective that matches the outcome you actually pay for, not the cheapest-looking one.
4. How to open Ads Manager and create your first campaign
- Make sure you have a business portfolio with a Facebook Page and an ad account, and that your own Meta login has the right role on both.
- Open Ads Manager from Meta Business Suite (Ads tab) or directly from the Ads Manager link.
- Check the ad account settings: country, currency, time zone and the payment method under Billing.
- Click Create, choose an objective, then the conversion location and event.
- At ad set level, set the audience, placements, budget and schedule. Start with a budget you can afford to lose while you learn.
- At ad level, pick the Page and Instagram identity, upload your creative and add the destination URL. Review and publish.
- Read the results at campaign, ad set and ad level, and change one variable at a time.
If your category is restricted, such as online gambling, prescription drugs or certain financial products, you need authorization or verification first. See our guide on Meta authorization and verification.
5. Setup mistakes that cost money
| Mistake | Result | Fix |
|---|---|---|
| Wrong currency or time zone at account creation | Hard to change later, reporting and billing are affected | Check both before adding a payment method |
| Everything under one admin login | Single point of failure for access | Add a second admin and use partner access for agencies |
| Using a personal profile as the only owner | Access lost if that profile is restricted | Keep ownership in the business portfolio |
| Boosting posts instead of using Ads Manager | Fewer controls over objective and placements | Use Ads Manager for anything beyond a simple promotion |
| Changing many things at once | No way to know what worked | Change one variable per test |
6. Frequently Asked Questions (FAQ)
6.1 Is Facebook Ads Manager free?
Yes, the tool is free. You pay Meta for the ads you run, according to your budget and bidding settings.
6.2 Is Ads Manager the same as Business Manager?
No. Business Manager is now called the business portfolio and manages assets and access. Ads Manager is the tool that creates and reports on ads.
6.3 Do I still need Ads Manager if I use Meta Business Suite?
For simple boosts, Business Suite is enough. For detailed targeting, multiple ad sets, custom reporting and most professional work, use Ads Manager.
6.4 Can an agency run my Facebook Ads Manager account?
Yes, through partner access in your business portfolio, so that you keep ownership of the ad account.
